I think you are asking about building a home built aircraft. There is the Experimental Aircraft Association (aka EAA) the group is dedicated to those who build and fly their own aircraft. I suggest you review their website (listed below) and talk to a member – they would know more about the various kits, construction time, regulations, cost, etc than anyother group. However give it a week before calling them – the are having their yearly airshow for the next 10 days or so and it is one of the largest in the country – so they are going to be a little busy to take your call.
